ELP Policies

Please read this important information about the English Language Program policies before you apply.

For our on-campus programs, we welcome students of all ages 17 or older. For online programs, the minimum age requirement is 16.

All programs are quoted in Canadian dollars and cover the cost of tuition and health fees (if applicable). Tuition and health fees must be paid in full at the time of registration. The tuition fees are the same for all ELP students (e.g., international students, Permanent Residents, Canadian citizens).

Tuition and fees may be paid in the following ways:

  • by credit card (Visa, Mastercard, or American Express)
  • by official bank-certified cheque/draft, in Canadian funds, payable to the University of Toronto

A one-time non-refundable application fee of $150 is required for your initial application. This fee is applied the first time you register with us. You do not have to pay the fee again for any programs you register in after the first one.

Please note that all program materials are included in the tuition fee.

Before coming to Canada, it is your responsibility to arrange for the correct visas and study permits. Residents from many countries are able to study in Canada for up to six months without a study permit. Visitors from some countries require an Electronic Travel Authorization (eTA) or Temporary Resident Visa (TRV) to enter Canada. If you plan to stay in Canada longer than six months, you may need to obtain a Provincial Attestation Letter (PAL) and Study Permit. For more information, please visit Immigration, Refugees and Citizenship Canada (IRCC). If you plan to visit the United States during your stay in Canada, you need to check with the U.S. Embassy or Consulate in your country and get your U.S. visa before you come to Canada.

Provincial Attestation Letter (PAL)

International students applying for a study permit for longer than six (6) months to study in our English Language Program will need to provide a Provincial Attestation Letter (PAL).

Currently, if you are planning to study in Canada for six (6) months or less, you may not be required to provide a PAL as part of your Study Permit application. For more information please visit: https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada.html

To receive a Provincial Attestation Letter (PAL), you will need to follow these steps:

  1. Register into the English Language Program (ELP) courses you wish to take. Full payment for each course is required upon registration.
  2. Email academic.elp@utoronto.ca to request a PAL application form.
  3. Complete and submit the online PAL application webform.

All eligible PAL applications submitted will be sent to the University Registrar’s Office and the IRCC. Once the PAL has been issued, it will be sent to you from our academic.elp@utoronto.ca email.

Important Note: PALs are only issued by the Ministry of Ontario. A confirmation of registration and acceptance or enrolment letter issued by the English Language Program at the School of Continuing Studies is not equivalent to a PAL.

We offer many activities after class that provide you with opportunities to use your English. You will have to pay for some activities, and others will be free.

The Health Insurance, GuardMe Student Support Program (GMSSP), and Health Services fee includes:

  • a health plan with comprehensive medical coverage
  • 24-hour access to mental health support
  • full use of the University of Toronto Student Health and Services and the University’s Medical Clinic (for students who are on-campus)

You do not have to pay the mandatory Health Insurance Fee if you are studying online and/or have health insurance through the Canadian or provincial government, for example the Ontario Health Insurance Plan (OHIP) or the University Health Insurance Plan (UHIP). You must show proof that you have a Canadian government plan when you register (if you register in-person) or in the first three days of the beginning of your program.

Please note that Health insurance coverage is only provided from 12:01 a.m. on the Sunday before your program starts until 11:59 p.m. on the Saturday after your program finishes. If you arrive early or leave later, it is your responsibility to ensure you have additional coverage.

ELP WITHDRAWALS

100% of the course tuition fee will be refunded if SCS receives a written request from the registered learner, or pre-authorized third-party agent, before the applicable deadline. A request can be made: 

  1. Online through My Access, your online student portal. If you choose this method, the request may only be submitted prior to the course start. You will receive an email confirmation of the transaction.
  2. By email to academic.elp@utoronto.ca.  

No refund will be granted after the applicable deadlines below. 
 

ELP WITHDRAWAL CONDITIONS 

  1. Withdrawals and transfers are permitted should SCS receive a written request as indicated above by the registered learner, or pre-authorized third-party agent, prior to the applicable deadline. All requests must include the course number, course title, and the reason for the withdrawal.
  2. The following actions do NOT constitute an official withdrawal:
    1. Cancelling a cheque or credit card payment.
    2. Failing to attend or participate in any course-related scheduled activities.
    3. Advising the instructor that you will no longer attend or participate in any course-related activities.  
  3. Course withdrawals are not permitted after the noted deadlines.
  4. Course withdrawals and transfers are also subject to the return of any course materials that may have been issued, in their original condition.
  5. All refunds (as per the deadlines stated below) must be returned to the original method of payment.
  6. Health fees are non-refundable and non-transferrable after the scheduled course start date. Health fees will only be refunded if a valid OHIP/UHIP card can be provided before the course start date.
  7. Learners denied a visa or study permit for ELP programs must email academic.elp@utoronto.ca five (5) business days prior to the first day of class to receive a refund. All requests must be accompanied by an embassy denial letter.

ELP TRANSFERS 

Transfers will be processed if SCS receives a written request from the registered learner, or pre-authorized third-party agent, to transfer before the applicable deadline. A request can be made: 

  1. Online through My Access, your online student portal. If you choose this method, the request may only be submitted prior to the course start. You will receive an email confirmation of the transaction.
  2. By email to academic.elp@utoronto.ca.  

If you transfer to a course with a higher fee, you are responsible for paying any course differential. 

Transfers can only be granted once following the initial registration. For more information, refer to the transfer conditions below. 
 

ELP TRANSFER CONDITIONS 

  1. Transfers are permitted should SCS receive a written request as indicated above by the registered learner, or pre-authorized third-party agent, prior to the applicable deadline. All requests must include the course number, course title, and the reason for the transfer.
  2. Course transfers are not permitted after the noted deadlines.
  3. Transfer requests can only be processed provided the course to be transferred into is still open for registration and space is available. Course tuition fees may vary and are subject to change. Learners are responsible for providing payment for any course tuition fee balance required to complete their transfer. Refunds are subject to the withdrawal deadlines and guidelines of the currently enrolled course, unless otherwise specified by SCS in writing.
  4. Transfers can only be granted once following the initial registration. Should learners wish to defer their registration a second time, they must first withdraw from their course, be issued a refund, and provide payment for the applicable course tuition fee to enrol.
  5. Health fees are non-refundable and non-transferrable after the scheduled course start date. Health fees will only be refunded if a valid OHIP/UHIP card can be provided before the course start date.
  6. Learners denied a visa or study permit for ELP programs must email academic.elp@utoronto.ca five (5) business days prior to the first day of class to receive a refund. All requests must be accompanied by an embassy denial letter.

If you are not able to be present for the first day of the program, please email academic.elp@utoronto.ca to let us know.

If the weather is bad (e.g., heavy snow), please check the University of Toronto web site (https://www.utoronto.ca) to see if the St. George campus is open. If the campus is open, you will have your classes at the English Language Program as scheduled. If the St. George campus is closed, we will communicate with you about next steps.

Code of Student Conduct

All School of Continuing Studies learners are required to comply with the University of Toronto Code of Student Conduct. The University defines standards of student behaviour and makes provisions discipline with respect to conduct that jeopardizes the good order and proper functioning of the academic and non-academic programs and activities of the University or its divisions. Failure to comply with the terms of this policy may result in severe sanctions.

Code of Behaviour on Academic Matters (Academic Honesty)

Learners at the School of Continuing Studies are also required to comply with the University of Toronto Code of Behaviour on Academic Matters. This Code governs all academic transgressions, including plagiarism and the use of unauthorized aids, which may include generative AI.
