When you submit your application to CES, please be aware that your application is subject to the following CES terms and conditions.
1. DOCUMENT VERIFICATION
CES reserves the right to contact the appropriate authorities at any time during the assessment process to obtain information about the program of study and/or to require verification of the documents, irrespective of the method by which they are received. Verification is a process of obtaining confirmation from your former institution(s) that the documents received are authentic. If verification of your documents is required, this can delay application processing time. Some institutions charge a fee for verifying credentials. If this is the case, we will notify you by email. You would be responsible for paying the fee(s) directly to the institution(s) in order to proceed with the verification process.
2. AUTHENTIC DOCUMENTS
If your documents are verified as authentic, the CES Educational Credential Assessment (ECA) Report will state this.
3. INAUTHENTIC, FALSIFIED OR FRAUDULENT DOCUMENTS (FALSE DOCUMENTS)
If your documents are found to be inauthentic, falsified, or fraudulent, or do not accurately match the academic records retained by your former institution, an assessment will not be provided. Any existing assessments will be nullified, and your fees will not be refunded. Other credential assessment agencies and related Government of Canada officials will be notified. Submission of fraudulent or falsified documents is a criminal offence in Canada.
4. CANCELLATION POLICY
All CES service fees are final and non-refundable.
5. FINAL AWARDS, ORIGINAL DOCUMENTS AND OFFICIAL DOCUMENTS
A Final Award is a document provided as evidence of learning based on completion of a recognized program of study. Degrees, diplomas, and certificates are examples of final awards.
Original Documents are documents issued by educational institutions (not copied, photocopied, or otherwise reproduced) that bear proper institutional seals and/or authorized signatures. CES does not require original documents and discourages their submission, since documents sent to CES will not be returned.
Official Documents are documents that are issued in a sealed envelope by an educational institution and sent directly to the CES office. Official documents must bear proper seals, authorized signatures, and postal markings. Photocopies that have been certified/attested by an institution and sealed can be considered official. Official documents must never be handled by you, someone representing you, or any other third party.
Copies are documents that have been reproduced by photocopy, fax, or electronic scan.
6. PRIVACY AND PERSONAL INFORMATION
The University of Toronto respects your privacy. Personal information that you provide to the University is collected pursuant to section 2(4) of the University of Toronto Act, 1971. At all times it will be protected in accordance with the Ontario Freedom of Information and Protection of Privacy Act (FIPPA). The Comparative Education Service (CES), as a service offered to the public through the University Of Toronto School of Continuing Studies, adheres to all of the privacy and access policies of the University of Toronto. If you have any questions related to privacy issues, forward your email to firstname.lastname@example.org. The personal information that you provide when applying for a CES educational credential assessment report is needed to process your request and to identify you as the rightful owner of the documents. You have the right to have any incorrect personal information corrected by sending a written request to CES. The personal information contained in your file may not be disclosed to third parties without your written authorization; however, if your documents are found to be falsified or fraudulent, other credential assessment agencies and related Government officials will be notified and your documents will be retained by CES indefinitely.
7. CES SERVICE FEES
You will be charged the fees listed on our Service fees page. If we deem that your application is incomplete, we will notify you by email, identify what is missing, and provide a reasonable deadline to complete your application. If you do not provide the missing documents before the deadline, your application and accompanying documents will be destroyed. All CES service fees are final and non-refundable. If your file is more than two years old due to incomplete documentation, all information on your application and documents received will be disposed according to the records retention and disposal policy of the University of Toronto. You may submit a new application along with your documents in accordance with CES’ current application and documentation requirements. A new application fee will apply.
CES cannot guarantee that it will be in a position to issue an educational credential assessment report. We will endeavour to do our very best, but if we are not satisfied with the official documents received and cannot obtain information or verification from the institution, a report will not be issued. This includes cases when the documents are found to be fraudulent or falsified.
8. PROCESSING TIMES
Processing times vary, depending on the number of applications received. Our current processing time estimates are based on receipt of all documents. Documents submitted (by mail or in person) are considered to be received on the day they are date-stamped by the CES office.
CES might need to contact educational authorities or institutions for information or verification. In this case, it could take longer to process your request. Estimated processing times do not include delivery.
9. CES EDUCATIONAL CREDENTIAL ASSESSMENT REPORT
CES educational credential assessment reports are advisory in nature and do not supersede the admission policies of any particular educational institution or the established requirements of any professional association, regulatory body, or government agency.
CES educational credential assessment reports include only academic credentials received through formal education completed at appropriately recognized institutions. Non-formal, short-term, and non-academic qualifications will not be assessed or included in the ECA report.
10. DOCUMENT REQUIREMENTS
You must provide the following:
- A colour photocopy of both sides of your government-issued identification showing your date of birth, with official English or French translation (if applicable)
- A colour photocopy of both sides of the award for each completed degree, diploma, or certificate in its original language with official English or French translation (if applicable)
- A colour photocopy of both sides of your academic records (transcripts, statements of marks) for each completed program of study in their original language with official English or French translation (if applicable)
- Official academic records mailed directly to CES from each educational institution listed on your application package.

All documents not issued in English or French must be translated into English or French by a professional translation service. In addition, you are required to have each educational institution on your application mail your official academic records directly to CES in a sealed envelope.
11. RETENTION AND DISPOSAL OF DOCUMENTS
Documents submitted to CES will not be returned, and communications with other institutions will not be released to the applicant. Documents are disposed of according to the University of Toronto’s data retention and disposal guidelines. For completed applications, CES reserves the right to retain personal non-financial information for ten years from the date of your application, and may retain this information indefinitely if CES determines that your documents are not authentic.
12. REVIEW / APPEAL PROCESSES
Error / Omission
If you have received your unofficial ECA report via email and noticed an error, please notify CES by responding within 24 hours. If you have received the official paper copies of your ECA report and have noticed an error or omission, please contact CES within 30 days of its date of issue.
Disagreement with Outcome
ECAs are based upon established, current policies of the Comparative Education Service and approved by the University of Toronto School of Continuing Studies CES Management Committee. They comply with the procedural and substantive standards set out in the Pan-Canadian Quality Assurance Framework for the Assessment of International Academic Credentials.
If you have questions or concerns about any aspect of your Assessment outcome, you may initiate a progressive review process.
- Please notify CES of your concern by responding to the unofficial ECA report received via email within 24 hours. The Credentials Assessor who provided the assessment and/or Peer Reviewers will respond to you electronically within 5 business days. If a change in outcome is warranted, the report will be revised. Otherwise, an explanation of the rationale used in attaining the listed outcome will be provided.
- If you remain unsatisfied with the review process, you may submit an Official Appeal in writing within 90 days of the date on your report. A $199 fee is applicable. Your ECA decision appeal request must state your reasons for disagreeing with the outcome and provide documentation that supports your claims. The Appeal Panel, comprised of the Senior Credentials Assessor and CES Management Committee, will conduct the review and notify you of the outcome and its rationale within 20 business days of the receipt of your appeal request, supporting documentation, and payment.
Please note that this review process is exhaustive and its decisions are final. If your appeal is successful, CES will issue a revised ECA report and your appeal fee will be refunded.
13. THIRD-PARTY REPRESENTATION
If you wish to have a Third Party represent you (e.g. Lawyer, Immigration Consultant) and submit your application on your behalf, complete the Designate or Withdraw Representation Third-Party-Release-Information. Please note that you must still provide your original signature on the application documents; no one else may sign on your behalf.
By submitting your signed application for a CES educational credential assessment report, you are deemed to have released the University of Toronto, its agents, and any person or entity that provides information in accordance with your consent, from any and all actions, claims and demands for damages, loss, expense, or injury, howsoever arising, which may hereafter be sustained by you as a result of the provision, collection, use or disclosure of information as set out in the Informed Applicant’s Agreement, and Consent section.
