Assessment of academic credentials completed outside of Canada
The Comparative Education Service (CES) of the University of Toronto provides document-by-document assessments of foreign academic credentials. The Comparative Education Service’s letter of assessment gives information about the status of the institution attended and the qualification obtained, and equates it to a comparable award in Canada’s educational system. CES assesses:
- Post-secondary (university and college) degrees and diplomas from every country in the world.
- Secondary school (high school) qualifications from all countries.
- Incomplete academic programs (for individuals who have only partially completed their education).
CES does NOT assess:
- Apprenticeships.
- Trade certificates.
- In-company training.
- Memberships in professional associations.
- Professional licenses.
- Second-language training programs (e.g. ESL).
- Work experience.

Assessment of secondary school education completed in Canada
The Comparative Education Service assesses secondary school diplomas from Canadian provinces other than Ontario. The letter of assessment states the corresponding level of the diploma in terms of the educational system of the Province of Ontario. CES assesses:
- Secondary school diplomas issued by the Ministry of Education of any province outside of Ontario.
CES does NOT assess:
- Canadian secondary school diplomas that are not sanctioned by a provincial Ministry of Education (Note: CES may request copies of Canadian qualifications if they were used as a prerequisite for a program completed outside of Canada. Do you want to know how an international program is regarded in Canada, before you register?
This service is for individuals who wish to obtain a pre-assessment of a foreign academic program prior to course enrolment. The assessment issued will provide comment on the status of the program and the institution offering it, and will equate the final degree or diploma to a comparable award in Canada’s educational system. There is an opportunity to list up three programs on the same application form. Click here to download the Application for Credential Assessment form.
CES assesses:
- Academic programs offered outside of Canada.
CES does NOT assess:
- Apprenticeships programs.
- Programs leading to trade certificates.
- In-company training.
- Programs leading to memberships in professional associations.
- Canadian programs.
Other services
- Duplicate copies of previous letters of assessment may be ordered in cases where electronic records are available. Duplicate copies of the letter of assessment can also be sent to a third party upon request. Please select the Additional Copies of Credential Assessment form or Request for Additional Credential Assessment to be Forwarded to a Third Party form.
- Letters of assessment issued by the Comparative Education Service can be verified upon written request. Please include a copy of the letter of assessment with the request.
- The Comparative Education Service automatically reissues letters of assessment when verification of documents is received by the issuing institutions. The revised letter will state that the documents have been verified.
