Application forms for assessments as required under the Federal Skilled Worker Program (FSWP) – Citizenship and Immigration Canada

The Comparative Education Service (CES) is designated by the Minister of Citizenship, Immigration and Multiculturalism as of April 17th, 2013, to provide Educational Credential Assessments (ECA) for Principal Applicants intending to apply under the Federal Skilled Worker Program (FSWP) for immigration to Canada.

CES adheres to specific requirements that will enable CIC to verify the authenticity of your completed academic credentials and to assess them and compare them to credentials earned in Canada. To ensure that your application for educational credential assessment meets these requirements, please use only the following application forms listed below.

CES Application Form - FSWP Post-Secondary Education Assessment [ v.2 ]

Use this form if you intend to have your completed international academic credentials assessed by CES. This assessment is a mandatory requirement of your application for immigration under the Federal Skilled Worker Program (FSWP), Citizenship & Immigration Canada (CIC). CES will not send your Educational Credential Assessment Report to Citizenship and Immigration Canada (CIC) because CIC only accepts original assessments directly from Principal applicants under the FSWP.

The Educational Credential Assessment Package to be used for the purposes of the FSWP includes:

  • Two Original Educational Credential Assessment Reports (one to attach to your FSWP Application to immigrate and one for your use for other purposes)
  • An electronic (unofficial) copy of your Assessment Report – for your records
  • Electronic Assessment Report saved to a secure database and viewable only by Citizenship and Immigration (CIC)

Use this form to have your completed international Secondary School (high school) diploma assessed and to be included with your Federal Skilled Worker Program (FSWP) application submitted to CIC.

CES Application Form - Upgrade to a FSWP Post-Secondary Education Assessment [ v.1 ]

Complete this form if you had your academic credentials assessed by CES after April 17, 2011 and wish to upgrade that assessment for immigration purposes under the Federal Skilled Worker Program (FSWP) of Citizenship & Immigration Canada (CIC). If our assessment letter was not prepared based on Official academic records/transcripts sent directly in a sealed envelope and/or verified by each issuing institution. You will be required to arrange for official documents to be sent to CES by each issuing institution. In the case of academic credentials that were issued in China please go to the respective Required Documents page.

CES Application Form - Designate Third Party, Release Information [ v.1 ]

Complete this form if you would like to authorize CES to share information about your assessment application with a third party, or to designate an individual or organization as your representative to CES (or withdraw the release of such authorization/designation).

CES Application Form - Request for Official Academic Records [ v.1 ]

FSWP Principal applicants must request Official academic records/transcripts to be sent directly to the CES office by each of the educational institution(s) attended. This form can be submitted to your educational institutions to request that your Official Transcripts/Academic Records are sent directly to the CES office in a sealed envelope. The form is for your convenience, and you are not required to use it.

Please refer to the CIC website for guidelines on how to submit the CES Educational Credential Assessment Report under the FSWP.

Request Additional Copies of your CES Assessment Report [ v.2 ]

Use this form to request additional copies of your CES Assessment Report. CES can provide additional copies of your original set of CES assessment report, issued after 1999 for a service fee. Reports issued by CES prior to 1999 are no longer available. We process this request for additional copies within five (5) business days.

Send your CES Assessment Report to a Third Party [ v.2 ]

Use this application form to request additional copies of your CES Assessment Report sent to a Third Party/Organization – Reports from 2000 onwards are available, those completed prior to 1999 are no longer on file. Note: CES will not send your Assessment Report to Citizenship and Immigration Canada (CIC) because CIC only accepts original assessments directly from Principal applicants under the Federal Skilled Worker Program (FSWP).

CES Processing Time Update

We provide weekly updates about CES services. Rush services are not available at this time.

CES estimates that current assessment processing time for regular General Use assessments is approximately 10 weeks.

The processing time for FSWP-related applications files is approximately 2 weeks, once all the required documents are received in the CES office.

Each application package is unique, and processing time depends on the volume of completed applications received on a given day and the nature of each of the qualifications submitted for assessment. CES processing does not include delivery times.
